Ensuring Accessibility of Digital Content for Persons with Disabilities

Target group

Teachers at all levels of education – primary, secondary, higher education teachers and assistants, students, and other working-age individuals who prepare any kind of digital materials, office documents, websites, etc. The target group essentially includes all digitally literate residents of Slovenia who, in one way or another, create and exchange digital documents which, without proper adjustments, are unsuitable for persons with disabilities, including the elderly population due to age-related deterioration of vision and hearing.

Demand for Micro-Credentials

In the age of digitalization, practically all residents encounter digital documents and services, including office documents, websites, and applications. A large portion of this content is created by users themselves, yet we are often unaware of the inaccessibility of such content for persons with disabilities, who rely on digital aids and assistive technologies to “read” it—such as screen readers, braille displays, real-time subtitles, and others. The number of people with significant visual impairments is in the tens of thousands, the number of deaf individuals in the thousands, and even more are physically impaired. Therefore, it is extremely important to ensure accessible content for all users, including those with disabilities.

Since 2018, the Act on the Accessibility of Websites and Mobile Applications of the Public Sector has been in force, requiring all public institutions to ensure accessible web content and applications. In 2023, the Act on the Accessibility of Products and Services for Persons with Disabilities was also adopted, which, starting from June 2025, requires companies to provide certain electronic services and content in an accessible format. This means that ensuring accessibility is not only a best practice but also a legal obligation for many stakeholders in public life, including educational institutions. Unfortunately, most content creators are either unaware of this issue or lack the knowledge to ensure accessible content, which is why such educational programs can significantly contribute to general awareness and understanding of this issue, and above all, to the knowledge and competencies of participants for creating digital content in accessible formats.
